Job Description:
Position Purpose Summary:
The Director of Community Impact provides strategic and operational leadership to the Okanagan Central Community Church’s (OC3) community-facing ministries, programs, and social enterprises.
Working collaboratively with the Corps Officers, the Director translates OC3’s mission, values, strategic priorities, and intended community impact into coordinated action. The Director leads and develops the managers responsible for day-to-day delivery, ensuring they have the clarity, authority, capacity, and accountability required to effectively lead their respective areas.
The Director functions primarily as an activator , building management capacity, coordinating work across departments, advancing strategic priorities, monitoring performance and impact, and ensuring OC3’s community-facing activities operate as an interconnected and mission-aligned system.
Leadership, Management & Accountability | Approx. 40%
- Works with the Executive team to translate OC3’s strategic direction into priorities and implementation plans that establish ownership with managers, coordinating managers and departments, monitoring progress, and addressing barriers to implementation.
- Establishes clear expectations, priorities, decision-making authority, and outcomes for managers while coaching them to independently lead their people and day-to-day operations.
- Identifies leadership and management development needs and builds managers’ capacity to address operational, HR, and performance matters effectively with their teams rather than assuming those responsibilities on their behalf.
Culture, Mission & Values Alignment | Approx. 20%
- Builds and maintains a healthy, collaborative, mission-aligned culture and ensures Salvation Army and OC3 values are reflected in leadership, decision-making, employee behaviour, and service delivery.
- Equips managers to reinforce values through hiring, orientation, team development, performance management, recognition, and corrective action.
- Identifies and addresses patterns of values misalignment and facilitates team building and training to strengthen collaboration and alignment.
Financial Oversight & Stewardship | Approx. 15%
- Oversees financial reporting for the Ministry Unit and, in collaboration with the Budget Team, contributes to annual budget development, revenue projections, and ongoing monitoring of budgets, financial results, trends, and significant variances.
- Provides oversight of major financial matters and ensures the wise use of financial and material resources, including oversight of purchasing and procurement for the Ministry Unit and appropriate stewardship of confidential information and equipment.
- Ensures managers understand and appropriately monitor the financial performance and resource use of their respective areas, using financial information alongside operational and impact information to inform decisions and recommendations.
- Maintains appropriate financial controls and accountability and, where authorized, may handle larger amounts of cash. Routine financial processing and data collection are supported through the appropriate administrative and finance functions.
Program Performance & Community Impact | Approx. 15%
- Monitors the overall effectiveness, capacity, and mission impact of community-impact activities and works with managers to identify opportunities for improvement.
- Ensures programs have clear intended outcomes and practical measures for understanding effectiveness, community benefit, and impact.
- Brings together operational information, impact measures, and stories of transformation to support organizational learning, reporting, strategic decisions, and communication of OC3’s impact.
Systems, Processes & Continuous Improvement | Approx. 5%
- Ensures significant operational processes, responsibilities, and decision-making practices are clear, effective, documented, and transferable.
- Supports managers in improving workflows and standard operating procedures while ensuring organizational knowledge is retained rather than dependent on individual employees.
- Identifies recurring operational challenges that require changes to systems, processes, training, staffing, or resource allocation.
Risk, Compliance & Organizational Requirements | Approx. 5%
- Ensures managers understand and comply with applicable Salvation Army policies, Territorial standards, contractual obligations, legal requirements, and Territorial Standards of Excellence within their areas.
- Supports organizational audits, accreditation and review processes and ensures required actions relating to community-facing ministries are completed.
- Identifies and escalates significant operational, people, financial, safety, reputational, or mission-related risks to the Executive team and appropriate organizational supports.
WORKING CONDITIONS:
- Works primarily in a church office, and community-service environment, with regular interaction across OC3 ministry and program locations.
- Regularly interacts with employees, volunteers, program participants, community members, and members of the public, including individuals who may demonstrate challenging behaviours or verbal aggression.
- May experience minor risk of injury, illness, or exposure to infectious disease associated with community-service environments.
- Requires significant computer use and periods of sustained concentration for planning, reporting, financial review, analysis, and decision-making.
- Requires periods of attentive listening and engagement in complex, sensitive, or challenging conversations with employees, managers, and other stakeholders.
- May require occasional travel between Ministry Unit locations and availability to respond to significant operational issues or emergencies.
Education, Qualifications and Certifications:
- Completion of a formal College/University program of three academic years in a relevant field such as Business Administration, Management, Leadership, Non-Profit Management, Community Development, or a related discipline is required.
- Additional education or professional development in leadership, organizational development, financial management, human resources, change management, or program evaluation is considered an asset.
- An equivalent combination of relevant education, leadership experience, and demonstrated competencies may be considered.
Experience and Skilled Knowledge Requirements
- A minimum of 5 years of progressive leadership and management experience , including experience leading managers, multidisciplinary teams, programs, or multiple operational functions.
- Demonstrated experience translating organizational strategy into implementation and holding others accountable for achieving agreed-upon priorities and outcomes.
- Experience developing managers and building the capacity of others to independently lead people, manage performance, solve problems, and make sound operational decisions.
- Experience coordinating complex or interconnected programs, services, projects, or business operations involving multiple stakeholders and competing priorities.
- Demonstrated ability to interpret budgets, financial reports, performance information, and operational data and use this information to support decision-making and resource allocation.
- Experience with organizational change, process improvement, program evaluation, impact measurement, or continuous improvement is considered an asset.
- Experience working within a non-profit, faith-based, community service, social enterprise, or similarly mission-driven environment is considered an asset.
- Ability and willingness to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check screening.

Compensation:
The target hiring range for this position is $66,310.40 to $82,867.20 with a maximum of $99,465.60.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
