Our Client: Central West Specialized Developmental Services (CWSDS) is a human-services non-profit organization, providing a wide range of residential and non-residential services for individuals with developmental disabilities and complex needs.
PURPOSE OF POSITION
The Clinical Manager provides strategic leadership and operational oversight for programs within the Community Network of Specialized Care (CNSC). CNSC is a regional initiative that supports system navigation for individuals with the most complex needs across the Peel, Dufferin, Wellington, Waterloo, and Halton regions.
The Clinical Manager is responsible for consulting on, triaging, and assigning all CNSC referrals to team members. This role also oversees program financials, ensuring accountability, transparency, and adherence to the approved budget.
Working collaboratively with cross‑sector community partners, the CNSC team enhances service coordination for adults aged 18 and older with intellectual and developmental disabilities, dual diagnosis, and high support or complex care needs—including challenges related to substance use, justice involvement, and housing instability. CNSC involvement is time‑limited and focused on supporting lead agencies to deliver coordinated, effective, and person‑centered services.

KEY RESPONSIBILITIES
- Provide leadership and support to a multidisciplinary team of 7 employees (unionized and non-unionized, regulated and unregulated) including: health care facilitators (RNs), complex support coordinators, and justice coordinators.
- Provide direct support through a small caseload.
- Provide leadership and oversight to assigned programs within CNSC including effective delivery of service, customer service, and satisfaction.
- Serve as a clinical liaison to acute care hospitals and emergency department staff, Waterloo Wellness Court, and other CNSC programs Ontario.
- Educate and build awareness about CNSC’s services and mandates.
- Ensure integration of strategic initiatives with employees.
- Oversee and monitor service delivery models, ensuring clients’ needs are being met and contributing to developing new models when required.
- Consult, triage, and assign all CNSC referrals to individual team members including database updates and notifying Development Services Ontario (DSO).
- Develop and deliver clinical training sessions for internal staff and community partners
- Oversee and respond to crisis situations ensuring clients and their families are supported and are provided with access and understanding of community programs and services.
- Manage and monitor scheduling, hours of work, vacation requests, leaves, and performance of staff, provide continual feedback and support and follow established processes for addressing the performance of unionized staff. Lead orientation of new staff as may be required.
- Act as the hiring manager for the recruitment and selection of staff; work with human resources on all aspects of hiring including job postings, shortlisting, interviews, orientation, and onboarding.
- Ensure required training is conducted including booking trainers, scheduling monthly sessions, and troubleshooting issues with HR.
- Participate as a member of the Community Program Manager team to ensure aligned intake, waitlist, and discharge processes, while developing cross‑coverage capacity through shared knowledge of each other’s responsibilities.
- Collaborate on cross-sector system capacity to support people with intellectual or developmental disabilities by participating in external groups and forums.
- Represent CWSDS and CNSC at provincial committees and with CNSC peers across Ontario to inform regional and provincial strategy
- Working with the Director, identify, plan for, and address potential risks, liabilities, and issues.
- Maintain positive working relationships with community and regional service providers.
- Participate in internal and external committee meetings, as directed.
- Reports on strategic plan KPIs, MCCSS targets.
- Utilize internal client records system.
- Oversee program financials ensuring accountability and compliance with the budget.
- Contribute to grant applications and/or RFPs.
- Work in-person during regular business hours (either at the CWSDS head-office or with people supported or with community partners across central west region.)
- Participate in the manager on-call rotation for evening and weekend coverage.
QUALIFICATIONS. SKILLS. CERTIFICATIONS
- Master’s degree in a social services or healthcare field preferred; Bachelor’s degree considered.
- Regulated professional in Ontario
- 5 - 7 years of progressive management and leadership experience in a health care, social services or development service sector
- Knowledge of developmental disabilities, dual diagnosis, mental health, and complex care needs highly preferred.
- Experience working within Ontario’s Developmental Services, health care, or community mental health systems preferred.
- Strong understanding of clinical best practices, risk management, and crisis response
- Ability to interpret and apply relevant legislation, policies, and service guidelines (e.g., MCSS/ MCCSS directives, Health Care Consent Act, PHIPA)
- Experience providing clinical consultation, supervision, or oversight to frontline practitioners
- Proven ability to manage competing priorities, delegate effectively, and support staff in high‑pressure environments
- Commitment to fostering a positive, inclusive, and collaborative team culture
- Experience triaging referrals, coordinating services, and navigating cross‑sector partnerships
- Strong relationship‑building skills with hospitals, community agencies, justice partners, and developmental service providers
- Ability to analyze service gaps and contribute to system‑level planning and improvement initiatives.
- Excellent communication skills, including the ability to prepare reports, deliver presentations, and facilitate meetings
- Strong problem‑solving and decision‑making abilities, particularly in complex or ambiguous situations
- Emotionally intelligent, team-oriented, flexible, adaptable, receptive to coaching and feedback, able to lead change and build positive team culture
- Demonstrated commitment to equity, diversity, inclusion, trauma‑informed practice, and person‑centred care
- High level of discretion, professionalism, and ethical judgment
- Training in crisis intervention, conflict resolution, or mediation preferred
- Leadership or management training (e.g., LEADS, supervisory certificate programs) preferred
- CPR/AED "Level C" Certificate a must
- First Aid/CPR Certificate a must
- Valid G Class Driver's License a must

Pay: $94,000.00-$113,000.00 per year
