Full job description

Job Summary

The Chief Administrative Officer/Clerk (CAO) reports directly to Council and serves as the municipality’s senior administrative leader, providing strategic leadership and overseeing the effective administration and operation of municipal affairs in accordance with Council-approved policies, priorities, and direction.

Key Duties & Responsibilities

Council

· Provide strategic advice to the Mayor and Council on municipal administration, policy, program development, and operational and financial performance.

· Advise Council on policy matters and support informed decision-making, including coordination of legal advice as required.

· Lead the development, implementation, and ongoing review of key municipal and strategic plans in collaboration with Council.

· Prepare, review, and present reports, recommendations, and supporting documentation to Council.

· Maintain effective communication with Council and represent the municipality with external stakeholders, agencies, and other levels of government.

Municipal Clerk

· Prepare and manage Council and Committee documentation, including agendas, minutes, resolutions, reports, and by-laws.

· Implement and communicate Council decisions, policies, and directives to stakeholders, the public, and media, as appropriate.

· Provide procedural and legislative guidance to Council on governance, policies, and responsibilities.

· Oversee records management systems, including the secure retention, retrieval, and disposition of municipal records.

· Administer requests under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

· Serve as Returning Officer for municipal elections and fulfill statutory roles including Division Registrar (Vital Statistics), Commissioner of Oaths, and Licensing Officer.

Senior Manager/Supervisor

· Direct and oversee all staff and municipal operations, ensuring compliance with by-laws, policies, and provincial legislation, and the effective management of systems and resources.

· Responsible for human resource management, including recruitment, staff development, performance evaluation, discipline, and termination of staff.

· Develop and administer the annual municipal budget in collaboration with the treasurer

· Authorize and control expenditures within Council-approved budgets and in compliance with the municipality’s procurement policies and financial controls.

Administration/Other

· Lead the development and implementation of programs supporting the municipality’s physical, economic, community, social, and cultural growth, aligned with strategic plans and Council priorities.

· Oversee municipal operations and administrative practices,

· Manage municipal assets and procurement processes, including oversight of equipment maintenance and the tendering process.

· Research and apply to funding streams ( provincial/federal, local) to develop application that will be successful in funding projects, purchases, etc.

Pay: $85,000.00-$100,000.00 per year
