Kehoe Marine Construction is looking for an experienced Project Manager / Estimator to join our team and support the bidding and estimating process for heavy civil and marine construction projects. We are looking for someone who can prepare accurate, competitive estimates, identify strong bidding opportunities, build relationships with suppliers and subcontractors, and help us submit proposals that reflect the quality and capability of our team.
What You’ll Be Doing
As our Project Manager / Estimator, you will play a key role in helping us win the right work and support its successful execution. You will research opportunities, review drawings and specifications, gather pricing, complete take-offs, develop tender packages, and support project planning from estimate through handoff and completion.
Your responsibilities will include:
- Searching for project opportunities using online tendering and bidding platforms.
- Monitoring tender opportunities, project developments, and municipal budgets to identify potential work.
- Reviewing drawings, specifications, tender documents, site conditions, and contract requirements.
- Performing detailed take-offs for labour, materials, equipment, subcontractors, and suppliers.
- Obtaining pricing from suppliers, vendors, and subcontractors.
- Compiling accurate and competitive estimates that reflect project scope, methodology, schedule, risk, and resource requirements.
- Preparing tender packages, proposals, RFQs, RFIs, and prequalification submissions.
- Participating in estimate closings, tender reviews, and tender submissions.
- Supporting the transition from successful tender to active project, including project handoff, scope clarification, budget review, and documentation.
- Assisting with project planning, scheduling, procurement coordination, and resource planning as required
- Supporting the Senior Project Manager with change orders, pricing analysis, cost tracking, and project performance review.
- Reviewing project progress against estimate, budget, schedule, and contract requirements.
- Assisting with subcontractor and supplier coordination throughout estimating and project execution.
- Supporting communication with clients, consultants, subcontractors, and internal teams to help resolve project questions and maintain alignment.
- Assisting clients and consultants with budgetary estimates for future projects.
- Building strong relationships with clients, suppliers, subcontractors, consultants, and internal teams.
- Protecting confidential and proprietary company information.
- Other duties as assigned
What We’re Looking For
We are looking for someone with strong construction estimating or project management experience and a mindset that fits our work: accurate, curious, adaptable, and committed to continuous improvement.
The ideal candidate will have:
- A minimum of 2 years of project management or estimating experience in civil construction.
- Post Secondary education in engineering or construction management required; or the equivalent experience
- Experience with municipal, federal, heavy civil, or marine construction projects
- HeavyBid and/or Acumatica experience considered a strong asset
- Experience with AutoCAD, Trimble, or similar design software and surveying tools preferred
- Strong ability to interpret construction drawings, specifications, and tender documents.
- Understanding of typical contract models used in heavy civil construction.
- Excellent numerical and analytical skills.
- Strong computer skills, including proficiency with Microsoft Excel, scheduling/project management tools, and ERP/CRM systems; and/or Microsoft Project is required
- Strong communication skills, both written and verbal.
- Strong organizational skills and the ability to manage multiple priorities and deadlines.
- Valid Class G driver’s licence with a clean driving record
