NATURE OF WORK:
This position performs professional engineering duties related to the City’s water, wastewater, drainage, and transportation systems. This position focuses on the review and approval of proposed engineering works. This position also performs engineering analysis. This position reports to a Senior Engineer in the Servicing and Infrastructure Approval Branch.
DUTIES AND RESPONSIBILITIES:
- Prepare preliminary designs for water, wastewater, drainage, and transportation system projects.
- Review drawings, specifications, plans and applications from engineering consultants and developers to make sure they meet City specifications.
- Prepare technical and business reports for presentations, public responses, internal memos and other documents.
- Represent the Department and participate in meetings of Committee and Council, other departments, public meetings and meetings with consultants and contractors.
QUALIFICATIONS:
Knowledge, Skills and Abilities:
- Knowledge of engineering principles, processes, theories, statistics and technologies related to municipal water, wastewater, and drainage, solid waste, environmental and infrastructure management.
- Knowledge of water, sewer, drainage, solid waste infrastructure or environmental systems management, standards, policies, materials, operations, safety, construction practices and equipment.
- Intermediate skill in MS Office (Word, Excel, PowerPoint and Access) and the ability to develop expertise in the use of specialized software (i.e. AutoCad Civil 3D, WaterCAD, InfoWorks, Asset Management and Maintenance Management software) for analysis, engineering, planning and management of infrastructure systems.
- Ability to analyze complex data and issues and interpret specifications/plans/regulations.
- Knowledge of project management principles and processes.
- Knowledge of administrative/supervision/business management principles and processes.
- Ability to manage multiple engineering/operational projects, information systems, programs and budgets/expenditures.
- Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate work teams, consultants and contractors.
- Skilled in establishing and maintaining effective working relations and a respectful environment with superiors, peers, subordinates and the general public.
- Skilled in expressing ideas effectively both orally and in writing, to diverse group and size of audiences.
- Skilled in listening with an ability to lead and influence people and cultivate consensus.
- Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.
EDUCATION AND EXPERIENCE:
- A University degree in Engineering, such as Civil, Industrial, Mechanical or Environmental Systems, with 1 year work experience in an engineering environment.
WORKING /OTHER CONDITIONS:
- Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Must posses a valid Class Five (5) driver’s license and have a vehicle available for work usage.
