Program: Employment Ontario - Integrated Employment Services (IES)

Contract Length: June 8 2026 - March 31 2027 with possible opportunity for extension based on performance

Type of Position: Unionized (OPSEU)

Location: Toronto – Hybrid (4 days from the office and 1 WFH day)

Toronto Community Employment Services is a leader in connecting qualified jobseekers from diverse backgrounds with employers across the Greater Toronto Area (GTA), Ontario, and Canada. As a charitable not-for- profit organization, TCES provides employment services that connect newcomers, youth, women and jobseekers to jobs that reflect their skills and experience. Our mission is connecting people to opportunities.

The Employer Liaison Specialist is responsible for case managing and developing employment opportunities for assisted clients. The individual in this role will work in collaboration with the TCES Employment Consulting team and all community partner agencies and employers.

Duties and Responsibilities:

· Develop and implement marketing and outreach strategies to employers.

· Support clients with resume writing, interview preparation, job search strategies, and career exploration.

· Conduct outreach and develop relationships with employers to identify employment opportunities for clients

· Manage a caseload of 130 active clients while supporting 150 -160 client job starts with documentation annually.

· Match qualified candidates to job openings and coordinate referrals.

· Liaise with community professionals and employers to create competitive jobs and employment opportunities.

· Monitor all placements, oversee training plan development and conduct on-going follow-ups to ensure successful employment outcomes for program participants.

· Integrate work with all TCES staff, in particular with the Employment Consultant team.

· Facilitate workshops and group employment sessions as needed.

· Monitor client progress and provide ongoing follow-up and retention support.

· Provide culturally sensitive employment services including intake and assessment, one- to-one and group employment counselling and referrals when required.

· Ensure service delivery aligns with Employment Ontario guidelines and organizational standards.

· Maintain accurate client records, case notes, and service documentation in accordance with program guidelines and organizational policies.

· Arrange job fairs and networking events.

· Other duties as assigned by TCES management.

Qualifications and Experience:

· Business Degree, Social Services Degree or equivalent.

· Minimum 3 or more years’ experience in job development, employer outreach, employment counseling and/or recruitment.

· Excellent written and verbal communication skills.

· Understanding of labour market information and trends and in-demand occupations.

· Experience in the not-for-profit sector and/or employment sector is preferred.

· Demonstrated ability to work and co-operate in a team.

· Strong organizational, planning and time management skills.

· Able to facilitate group activities.

· Effective networking /sales skills.

· Experienced and highly proficient working in an MS Office environment and with online virtual meeting platforms such as Zoom Google Meets and Microsoft Teams.

Familiarity with online platforms and database management programs (i.e., CRM, FFAI, EIOS-CaMS).

· Experience working with marginalized communities, including newcomers who may be experiencing employment barriers is an asset.

· Experience in business development, sales, B2B recruitment is considered an asset

· Experience with Employment Ontario Programs is mandatory

· Flexibility to work occasional evenings and weekend hours.

· Access to a car is an asset for employer outreach
