Job Summary

The Federation of Sovereign Indigenous Nations (FSIN) is seeking a highly motivated and organized individual to serve as the Senior Performance Measurement Analyst. The Senior Performance Measurement Analyst is responsible for leading performance measurement, evaluation, reporting, and data strategy functions in support of evidence-informed planning, policy development, accountability, and continuous improvement related to Indigenous houselessness, housing insecurity, child welfare, family violence, and community wellness.

This position requires advanced analytical, communication, and relationship management skills, as well as demonstrated knowledge of distinctions-based and culturally grounded approaches and the impacts of poverty, trauma, and systemic inequities on Indigenous individuals, families, and communities.

Your Role Within a Team

Supports the development, implementation, and ongoing refinement of performance measurement frameworks, indicators, and reporting processes aligned with organizational priorities and community-informed outcomes.
Collaboratively designs and maintains data collection, validation, analysis, and reporting methodologies using quantitative and qualitative approaches.
Conducts analysis of administrative, survey, census, shelter, and community-based data to identify trends, disparities, risks, service gaps, and outcomes.
Prepares briefing materials, presentations, executive summaries, and performance reports to support decision-making, accountability, and continuous improvement.
Establishes and maintains collaborative working relationships with leadership, Indigenous partners, communities, and other stakeholders in a manner consistent with cultural safety, reconciliation, and Indigenous data governance principles.

This position reports to the Director of Child Welfare & Social Development and/or Director of Economics.

Qualifications:

Education

Degree in public administration, social sciences, statistics, economics, sociology, Indigenous studies, public policy, epidemiology, or a related discipline. May consider a combination of education and experience (on a case-by-case basis).
Significant related experience in performance measurement, evaluation, and/or strategic data analysis, within government, social services, housing, health, Indigenous initiatives, or community development settings. Additional experience in policy analysis and research in the aforementioned areas is also required.
Demonstrated ability to analyze complex social policy issues using applicable data information sources.
Knowledge of Indigenous houselessness, housing, child welfare, family violence, and trauma/equity-informed approaches.
Ability to collaboratively develop indicators, outcome frameworks, and written analysis for a range of technical and non-technical audiences.

Experience

3-5 years of experience in performance measurement, evaluation and/or strategic data analysis.
Knowledge of First Nations communities, culture, and traditions.
Ability to build respectful working relationships and apply principles of cultural safety in diverse settings.
Ability to exercise sound judgment, maintain confidentiality, and adapt effectively in complex environments.
Proven written communication and presentation skills.
Ability to work independently and as part of a team.
Knowledge of Indigenous data governance principles, including OCAP® and distinctions-based approaches, would be considered an asset.
Familiarity with Indigenous homelessness frameworks, culturally responsive practice, and relevant policy or legislative environments would be considered an asset.
The ability to work effectively in complex, multi-stakeholder, and culturally responsive environments is required.
A valid driver’s licence and willingness to travel as required are conditions of the position.
Experience working in trauma-informed settings would be considered an asset.
