Job Description

Job Summary

The Program Manager, Home Operations Support is responsible for providing strategic operational oversight of key business, administrative, financial, and workforce support functions. Reporting directly to the Administrator, the Program Manager will lead the home’s administrative office team, including the Office Lead and Office Assistants, while supporting the effective financial stewardship, labour relations processes, attendance and disability management, and overall operational efficiency and compliance with Ministry, legislative, and corporate expectations.

This role is designed to strengthen administrative consistency, enhance business operations, and provide direct support to home leadership in achieving organizational priorities, regulatory compliance, and high-quality resident-centered care.

Education

Post-secondary degree/diploma in Business Administration, Accounting, Finance or Human Resources Management, or a related field is required.

Knowledge

Minimum 3 years of current related experience in Long-Term Care

Minimum 3 years of current related leadership experience

Demonstrated experience in administrative operations, including exposure to payroll, cash management, accounting, budgeting and inventory management.

Demonstrated leadership, communication and interpersonal skills, with the ability to support a high-performing administrative team

Proficiency in computer software applications and spreadsheets, including Microsoft Office applications and PointClickCare

Knowledge of the Fixing Long-Term Care Act and Regulations; Occupational Health and Safety Act; Workplace Safety & Insurance Act; and the Accreditation Process.

Experience in human resources and labour relations, including attendance management, return to work coordinator, temporary modified work plans, and related processes

Responsibilities

Financial Management and Business Operations (40% of time)

Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.

Coordinates and oversees the ordering, tracking, and distribution of supplies and equipment for the home to maximize funding and ensure budget compliance

Assists managers with the preparation and management of purchase orders, invoices and receipts within PeopleSoft

Ensures the timely, complete, and accurate preparation of variance reports, inventory tracking, invoices, petty cash documentation, financial reconciliations

Troubleshoots and resolve system issues and process concerns related to: accounts receivable, trust accounts, and resident financial records

Supports the managers in maintaining balanced accounts, releasing funds, monitoring arrears, and initiating collections as required

Ensures policies, procedures, and internal controls are followed for: petty cash funds, trust accounts, billing and invoicing, month-end processes, reporting and pre-authorized payment batches

Supports accurate and timely entry and management of resident financial documentation within PointClickCare, including guidance and issue resolution

Responsible for inventory reporting and ensuring the weekly supply tracking is reviewed by all managers and the Administrator

Labour Relations Coordination and Support (40% of time)

Provides leadership and oversight of the home’s labour relations support processes

Develops, maintains, and continuously improves standards, workflows, and practice guidelines to ensure efficient collaboration between all departments and corporate support services

Implement effective operational and administrative improvements to reduce risk, improve efficiency, and strengthen overall home labour relations management

Ensure all relevant staff and managers understand and comply with internal processes, policies, procedures, and best practices

Supports the administrator and leadership team with labour relations processes, including attendance management, return to work planning, temporary modified work assignments, progressive discipline support, documentation related to unionized employee matters

Leads monthly meetings with department managers to review high-risk labour relations cases and ensures action is being taken as required

Provides guidance to managers on consistent administrative and documentation practices related to workforce matters

Participates in pilot evaluation activities, including tracking outcomes, identifying efficiencies, and recommending improvements to role scope and service delivery

Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.

Enables results with the organization’s human capital strategy to foster employee engagement.

Oversight of Business Office Operations and Administrative Team Leadership (20% of time)

Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved.

In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.

Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

Ensures staff has the information and resources to make successful plans and decisions.

Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department

Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures;

Supports compliance with applicable legislation and regulations, including the Fixing Long-Term Care Art, Occupational Health and Safety Act, corporate policies, divisional procedures and policies, and SOP’s

Perform other related duties and responsibilities as assigned or required.

Special Requirements

In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate for the vulnerable sector.

This position requires the incumbent to undergo and pass a Tuberculosis screen as required by the corporation.

On-Call rotation

Must maintain the ability to travel in a timely manner to other offices, work locations, or sites as authorized by the Corporation for business travel.

Position participates in a weekly stand-by rotation and is subject to after hour emergency call-ins.
