Director of Sport and Recreation

Toronto Pan Am Sports Centre Inc (TPASC) is seeking a strategic and collaborative Director of Sport and Recreation. In this role you will manage the strategic direction, planning, and execution of Aquatics, Fitness Centre and Field House programs, including managing permits, delivering the appropriate training and competition environment for High-Performance Sport and the delivery of a diverse array of Events and Special Projects. This role will collaborate with a talented team of Sport and Recreation Managers to create and deliver on an annual program, events, and special projects calendar. Additionally, this role oversees Customer Service Operations for the facility which serves all patrons within the facility. As a senior leader, this position will provide strong facility management leadership and operational support to the Managing Director and other leadership team members, driving both short-term and long-term departmental planning, budget management, and program delivery, and facility management.
Key Responsibilities of the role include but are not limited to the following:
Strategic Leadership & Collaboration:
- Oversee operational logistics, including scheduling, facilities management, and equipment procurement.
- Develop and implement a customer service strategy that ensures prompt effective and empathetic resolutions to customer inquiries and issues.
- Oversee the performance of customer service. Setting clear expectations and standards of service excellence.
- Build and maintain strong partnerships with community stakeholders, sport organizations, and governing bodies.
- Provide leadership to maximize collaboration through manager meetings, staff meetings, and cross-departmental workgroups.
- Represent the organization in internal and external meetings, offering strategic direction and facilitating effective communication.
- Engage cross-functional initiatives to ensure alignment between sport programs, facility operations, and community engagement strategies.
- Represent Toronto Pan Am Sports Centre Inc. (TPASC) at Triparty meetings. The triparty is comprised of the City of Toronto, The University of Toronto Scarborough, and TPASC.
Financial and Operational Management:
- Develop and administer financial plans, including budgets, year-end forecasts (YEO), and month-end summaries, ensuring alignment with organizational priorities.
- Ensure the integrity of the Capital Budget related to the Sport and Recreation Department.
- Work with organizational partners to secure revenue streams and ensure compliance with operating agreements.
- Monitor financial performance, ensuring adherence to financial policies and documentation for audits.
Event Management and Programming:
- Plan and execute event bids to secure a variety of sports events and competitions to be hosted at the facility.
- Provide leadership and support to the Events and Special Projects Team to ensure the successful delivery of events from large scale international events to local community events.
- Oversee sport programming that serves our diverse populations and promotes inclusivity and engagement.
- Lead efforts to incorporate technology and innovation into programming to enhance participant experience.
Staff Leadership & Development:
- Lead, coach and develop departmental management staff to ensure alignment with organizational goals and compliance with relevant policies and regulations.
- Oversee the recruitment, training, and performance management and ongoing staff development of both full-time and part-time staff.
- Ensure effective program delivery by facilitating training materials and monitoring staff performance.
- Foster a work culture that emphasizes professional development, collaboration, and excellence.
- Establish performance metrics and evaluation processes for staff, ensuring accountability and continuous improvement.
Community Engagement and Advocacy:
- Represent the organization as a leader in the sports community, advocating for the value of sports in individual and community development.
- Act as a liaison with local, regional, and national sport organizations to identify opportunities for collaboration and growth.
- Represent TPASC at council meetings and other relevant community or stakeholder forums.
Safety and Compliance:
- Ensure all programs comply with relevant legal, regulatory and safety standards.
- Develop, apply and reinforce policies and procedures that support a safe, respectful, and inclusive environment for all participants.
- Champion safe sport, ethical conduct, and respect among athletes, staff and stakeholders.
Qualifications and Experience:
- Bachelor’s degree in Sport Management, Recreation, Business Administration, or a related field.
- Minimum five (5) years of senior leadership experience in sport and recreation operations, program management, or related environments.
- Extensive experience in the delivery of sport and recreational programs across multiple disciplines (e.g., aquatics, fitness, field sports).
- Strong financial experience in budgeting, financial planning, and resource management, with the ability to maximize revenue and control costs.
- Proven ability to lead, develop, and motivate teams, including managing performance, providing feedback, and driving employee engagement.
- Ability to develop and execute strategic plans that align with the organization’s goals, ensuring long-term success and sustainability of programs.
- Strong relationship-building skills, with experience engaging and collaborating with internal and external partners, including community organizations, government entities, and sponsors.
- Thorough understanding of health and safety regulations, risk management, and the ability to ensure compliance within the scope of sport and recreation operations.
- Excellent verbal and written communication skills, with the ability to present complex information clearly to a variety of audiences, both internally and externally.
- A deep commitment to the benefits of physical activity, youth development, and community engagement through sport and recreation.
- The successful candidate will be required to obtain a Police Vulnerable Sector Check and complete a comprehensive background screening process, which may include employment verification, educational verification, and professional reference checks.
