Sentencing Circle Facilitator

Permanent

Location: Winnipeg

BACKGROUND:

SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

Reporting to the Manager of Court & Justice Services, the Sentencing Circle Facilitator will coordinate and lead community justice circles across SCO Member Nations, ensuring they are grounded in Anishinaabe and Dakota legal traditions, protocols, and the Criminal Code. Acting as the “Keeper” of the circle, the Facilitator establishes respectful cultural and legal frameworks, guides meaningful dialogue, and summarizes discussions to support informed sentencing recommendations. This role also involves preparing participants by clearly explaining the process, roles, expectations, and code of conduct, while fostering a safe, confidential, and respectful environment for all involved.

KEY RESPONSIBILITIES:

· Plan, coordinate and facilitate community justice circles such as sentencing circles in accordance with Anishinaabe and Dakota community values, principles and the criminal code

· Work in collaboration with the Community Justice Workers, Restorative Healing Advocates, First Nation Court Workers, and other relevant SCO Justice staff to provide supports to the offender, the victim, and the community including Elders, family supports, and community service providers and resources

· Work in collaboration with criminal justice stakeholders such as the judiciary, the Crown prosecutor, and defense counsel regarding schedule and timelines

· Complete project reporting requirements and document pre and post - circle reports and outcomes

· Facilitate Community Engagement Information sessions on Project

· Participate in the SCO’s Anishinaabe and Dakota Justice Strategy Implementation Action Plan and engage with key external stakeholders such as Justice Canada, Manitoba Justice and other Manitoba Indigenous Organizations

EDUCATION AND QUALIFICATIONS:

· Post-secondary education; bachelor in in criminal justice, social work, Indigenous studies, law, etc. A combination of education and experience may be considered

· Three (3) years of experience in coordinating and facilitating restorative/community justice circles such as mediation, peacemaking, and sentencing

· Experience working in Indigenous restorative justice

· Experience working and engaging with First Nation communities

· Knowledge of the Criminal Code such as s.718.2(e), Gladue principles, and criminal court processes

· Knowledge and experience of Anishinaabe and Dakota cultures, traditional laws and practices

· Excellent interpersonal communication, mediation and conflict resolution skills

· Strong organizational and time management skills including strong report writing and documentation skills

· Ability to manage competing deadlines, work independently and within a team environment and handle confidential and sensitive information

· Ability to speak Anishinaabe or Dakota language an asset

OTHER REQUIREMENTS:

· Current and satisfactory Criminal Record Check with Vulnerable Sector Check

· Must have a valid class 5 MB driver’s license and access to a reliable vehicle as travel will be required

· If the employee is a member of a registered profession, they must be a member in good standing with their regulatory body

WAGE RANGE: $55,000 - $60,000 Annually
