Introduction – First Nation Land Governance Registry Inc. (FNLGR)

The First Nation Land Governance Registry Inc. (FNLGR) is a national First Nation-governed institution supporting the registration and administration of interests and rights in First Nation lands under the Framework Agreement on First Nation Land Management, as recognized in the Framework Agreement on First Nation Land Management Act (FAFNLMA).

FNLGR is incorporated under the Canada Not-for-Profit Corporations Act and is governed by a Board of Directors in accordance with its Articles, By-Laws and Board-approved policies. FNLGR has been developed as a modern replacement to federal registry systems, including the First Nations Land Register System (FNLRS) and the Self-Government First Nations Land Register System (SGFNLRS).

FNLGR provides a secure, reliable, and structured framework for the registration of interests in First Nation lands. It supports First Nation jurisdiction over land governance and contributes to transparent, effective, and sustainable land administration systems across participating First Nations.

Why This Role Matters?

Are you interested in supporting First Nation land governance and contributing to a modern First Nation-governed land registry system? As the Communications Officer with FNLGR, you will support work that advances legal certainty, registry integrity, public trust and service reliability for participating First Nations across Canada.

This role contributes to FNLGR’s mandate by supporting accurate, secure and professional registry operations, policy implementation, stakeholder service, system readiness or corporate administration, depending on the position. The successful candidate will work in a collaborative environment that values integrity, respect, accountability, service to First Nations and professional excellence.

Scope of Role

The Communication Officer is responsible for developing, coordinating, and supporting clear, consistent, and professional communications materials that advance FNLGR’s organizational objectives, stakeholder engagement, user support and knowledge sharing.

The role supports the translation of technical, legal, policy, and operational information into accessible content for internal and external audiences.

Duties and Responsibilities

The successful candidate will: Lead the development and production of communications materials, including drafting, editing, formatting, proofreading, quality assurance and publication ready documents.
Prepare and coordinate briefing notes, reports, presentations, newsletters, notices, speaking notes, event materials, user updates and stakeholder communications and other organizational materials.
Develop, update and maintain web content for FNLGR’s website, including page copy, news updates, event notices, resource materials, FAQs, public-facing guidance and approved Registry information.
Translate complex technical, legal, policy and operational information into clear, plain-language content for First Nation Land Offices, participating First Nations, partners, users and other stakeholders, in collaboration with the appropriate subject matter lead.
Support the communication, formatting, editing and publication of readiness manuals, guides, procedures, FAQs, training materials, reference documents and knowledge-sharing tools in collaboration with subject matter experts, the Training Specialist and Policy Analyst, as applicable.
Ensure all written and digital materials are accurate, consistent, accessible, culturally respectful and aligned with FNLGR brand, tone, accessibility and communication standards.
Work with the Registrar/CEO, Registry staff, subject matter experts, external communications agencies, designers and partners to support coordinated messaging and timely delivery of communications products.
Support knowledge mobilization by preparing plain-language summaries, guidance documents, issue summaries, policy updates, research summaries, website resources and communication tools for diverse audiences.
Support FNLGR events, training sessions, user series, open houses and stakeholder engagement activities by preparing invitations, agendas, participant materials, presentation supports, event communications, follow-up summaries and related public-facing materials.
Support compliance with FNLGR policies, procedures, information management standards and confidentiality requirement.
Demonstrate professionalism, impartiality and good judgment in all work related to FNLGR operations
Other duties as assigned.

Qualifications and What You Will Bring

The successful candidate will bring a combination of education, experience, knowledge, skills and abilities relevant to the role, including:

A Bachelors or Diploma in Communications, Public Relations, Journalism, Indigenous Studies, Public Administration, Technical Writing or a related field is preferred.
A minimum of 5 years’ professional experience in communications, technical writing, content development, stakeholder communications or related work may be considered.
Experience developing, editing, and managing professional documents, reports, policies, procedures, publications, web content or communication materials.
Experience translating complex, technical, legal, operational, or policy-related information into clear and accessible language for diverse audiences.
Knowledge of First Nation land governance, registry systems, records management, administration, law, policy, finance, communications or information technology, as applicable
Strong written and verbal communication skills
Sound judgment, professionalism and attention to detail
Ability to manage confidential information appropriately
Ability to work independently in a remote environment and collaboratively with a national team
Commitment to respectful, inclusive and service-oriented work practices
Understanding of First Nation governance, the Framework Agreement or land administration would be considered an asset

The salary range for this position is $91,534- $111,534 annually. Final placement within the approved range will be based on the successful candidate’s qualifications, experience, and demonstrated competencies, in accordance with FNLGR’s compensation framework and approved budget.
