Summary of duties
Reporting to the Financial Resources Department, the incumbent is responsible for accounting and financial operations. He plans, coordinates and actively participates in the day-to-day operations of the Finance Department. He or she ensures the functional and administrative supervision of the department's employees, ensures the quality of accounting operations, compliance with deadlines and acts as a first responder to the team. He also supports the Director in financial management, budget planning, financial statements and continuous improvement projects. In particular, he is responsible for the development of decision-making tools, analysis and financial control.
The incumbent supports the Director of Finance with managers on any questions related to his or her areas of expertise. It assists them in the interpretation of policies, administrative procedures, laws and regulations in financial matters. He or she actively participates in the implementation, deployment and communication of new financial programs and processes, as well as in the harmonization of practices and processes with the various services and faculties.
Key Fonctions
Personnel Management
- Oversee the day-to-day work of employees in the Financial services.
- Determine operational priorities, prioritize team members' projects and establish the necessary steps to ensure the desired outcome.
- Act as a first-line contact person for technical matters or to resolve conflicts.
- Train, supervise, support team members and promote their development.
- Monitor the performance of his/her team members, evaluate results and adjust plans as necessary.
- Foster a climate of collaboration and continuous improvement.
Banking and financial operations
- Manage the monitoring and reconciliation of banking and financial transactions;
- Control daily receipts, financial transactions, check and revise if necessary their accounting to the correct accounts;
- Sign/Authorize Bank Transactions;
- Identify all deviations and anomalies, determine the causes, resolve them and follow up on them.
- Compile data and write reports to guide decisions, as required.
Budgetary operations
- Design, adapt and propose documents and reports to the Director of Finance in the planning and control of the budget;
- Compile and/or revise budgets received;
- Monitor and advise managers on their budget;
- Monitor endowment funds and deferred income (scholarships, salaries, expenses, donations and grants) as well as their funding and expenses;
- Verify, classify and track general ledger accounts;
- Distribute and reconcile salary expenditures to general ledger accounts, analyze and identify discrepancies;
- Follow up on distribution accounts at source and prepare the necessary payments and transfers;
- Perform payroll cost calculations in support of the management bargaining team.
Student account transactions
- Review and validate student monetary inputs from the Admissions Office or other users;
- Validate and reconcile any accounting information contained in the UO Campus system, extract financial reports from it;
- Enroll government scholarships in student accounts (OGF, OGS, SSHR…);
- Reconcile outstanding accounts and receivables from the UO Campus system with Sage;
- Identify and implement necessary measures for overdue accounts, including the use of collection agencies.
Executive support
- Act as a conduit for the objectives set by his/her supervisor or senior management;
- Inform the Director of Finance of problems found in operations and propose and/or recommend solutions;
- Assist the Director as needed in the management of various special projects for the department;
- Ensure compliance with the various levels of government by completing forms, producing reports as needed (former research grant, T3010, T1245, F300, Statistics Canada NPO status, etc.)
- Assist the Director in preparing working papers, financial statements and notes;
- Answer questions from auditors;
- Ensure that the quality of customer service is consistent among all members of the department;
- Perform any other task requested by his/her supervisor in his/her field of activity;
- Replace management as needed during absences and ensure team stability.
Coordination of interdepartmental projects
- Ensure fluid communication between management, the team and partners outside the unit;
- Assist in the development and implementation of new accounting and financial procedures;
- Actively participate in the implementation of software that has an impact on budgets and/or services;
- Actively participate in developing and validating the financial and budgeting processes of external software, such as UO Campus, Work Force Now, Raiser's Edge, Orion...
- Analyze financial and salary data for the needs of other sectors;
- Extract and build reports for managers as needed.
Education, Experience, Knowledge and Abilities
- University degree in accounting, finance or a combination of education and experience deemed equivalent.
- Bilingualism (oral and written).
- 5+ years of experience in positions of increased responsibility in several areas of accounting and finance.
- Experience in team management.
- Experience in accounting firms as an auditor is a strong asset.
- In-depth knowledge of ERP, Microsoft Office and search engine software
- Demonstrated experience with accounting and financial management systems to analyze, report and present
- Demonstrated knowledge of financial, banking, budgeting and accounting operations.
- Strong oral and written communication skills to manage multiple situations with a wide variety of clients.
- Knowledge of the academic environment in Ontario is an asset
