The TTC currently has an opening within the Procurement and Category Management Department for a Procurement Specialist.
Note: You will be required to work onsite 5 days per week during the first 4 weeks of employment for training purposes.
You will conduct activities associated with the procurement of specific goods/services at the lowest possible price,consistent with the specified quality in the required time; perform procurement activities according to TTC policies,departmental procedures/guidelines, industry practice and professional standards; provide expertise in handlingcomplex contracts for major commodities, services and maintenance type contracts.
You will be responsible for the procurement of goods and services necessary for the TTC’s operations at the lowestpossible cost consistent with the specified quality in the required time; in compliance with TTC policies, industry standard and trade agreements (i.e. CFTA, CETA); liaise with user departments, vendors andother transit organizations to provide guidance and advice regarding commercial, financial and contractualmatters; prepare competitive tender/proposals for goods and services, development of evaluation criteria forproposals, evaluations of commercial submissions and recommendations for contract awards; prepare and issuecontract documents for the procurement of goods and services, standard letters, purchase orders andprocurement tender/proposal documents and prepare responses to and correspondence with contractors andconsultants regarding contractual and commercial matters.
You will review the client’s scope of work, specifications and requirements to ensure that prerequisites have beenprovided (e.g., budget/project approval, estimate, schedule, technical details, etc.); locate and develop alternatesources of supply for goods and services, particularly for single source items to increase competition and reducecosts of goods/service purchased and contribute to reports, briefing notes or status updates on diverse mattersrelating to the section's activities such as procurement, contract administration, inventory control, inspection visits,or projects.
In addition to the above, you will promote a respectful work and service environment that supports diversity,inclusion, and is free from harassment and discrimination. Provides leadership in the development andimplementation of inclusive and accessible policies, programs and/or services for employees and customers inaccordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and RelatedOrders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies and participate in the TTC'sCustomer Service Ambassador Program.
- Completion of a post secondary college diploma or university degree in a relevant field or a combination ofeducation, training and experience deemed to be equivalent.
- Accreditation as a Supply Chain Management Professional (SCMP), or similar designation, considered anasset
- Experience and in-depth knowledge of; contract and tendering law, purchasing, sales (of surplus assets,scrap material, etc.), contract administration principles, the procurement process and related tender/proposalevaluation and award activities as well as experience preparing related documentation
- Experience in using techniques for negotiating and expediting goods/services contracts; and knowledge ofsources of supply, current prices for goods/services and related market trends
- Knowledge of freight and customs services related to procurement; and familiarity with materialsmanagement practices and large computer-based materials management systems
- Must be proficient in the use of a PC and software/applications related to the work (Microsoft Excel andWord, and materials management software such as IFS, SAP, Oracle, BPCS, MAPICS or other similar ERPsoftware)
- Must have or rapidly acquire sound knowledge of relevant TTC Policies
- Must have well-developed organizational, administrative, interpersonal, analytical, problem solving, andpresentation skills
- Sound judgement and highly developed reading comprehension and written communication skills areessential
