Position Overview
As a Journeyman Powerline Technician / Foreman, you will be responsible for leading crews in the safe and efficient construction, maintenance, and repair of electrical distribution infrastructure. You will provide day-to-day field leadership, coordinate resources, ensure quality workmanship, and serve as the primary point of contact between the crew, management, and client representatives.
This role requires a strong technical background, proven leadership ability, and a commitment to operational excellence.
Key Responsibilities
Leadership & Crew Management
- Lead, mentor, and supervise crews consisting of Powerline Technicians, Apprentices, Equipment Operators, Labourers, and Subcontractors.
- Foster a positive, safety-focused, and high-performance work environment.
- Conduct daily tailboard meetings, hazard assessments, and job planning activities.
- Develop and mentor apprentices through hands-on coaching and leadership.
- Promote a culture of accountability, teamwork, and continuous improvement.
Construction & Operations
- Perform and oversee the construction, maintenance, and repair of overhead and underground distribution systems.
- Ensure all work is completed safely, efficiently, and in compliance with utility standards, specifications, and regulatory requirements.
- Read and interpret construction drawings, utility standards, work packages, and electrical schematics.
- Coordinate labour, equipment, materials, and subcontractors to achieve production targets and project milestones.
- Monitor productivity and identify opportunities to improve efficiency and execution.
Safety & Quality
- Champion RAHCAR's safety culture and ensure compliance with all company, client, and regulatory safety requirements.
- Identify, assess, and mitigate workplace hazards before and during work execution.
- Lead incident investigations, corrective actions, and near-miss reporting initiatives.
- Conduct field quality inspections and ensure work meets or exceeds client and industry standards.
- Maintain clean, organized, and professional work sites.
Client Relations
- Build and maintain strong working relationships with utility representatives, inspectors, landowners, and stakeholders.
- Represent RAHCAR professionally in the field and contribute to our reputation for excellence.
- Communicate project progress, challenges, and solutions effectively with project management and clients.
Qualifications
Required
- Journeyman Power Line Technician (PLT) Certificate.
- Demonstrated experience leading utility construction crews in a Foreman or senior leadership capacity.
- Strong knowledge of Alberta utility distribution construction standards and practices.
- Proven ability to safely execute overhead and underground distribution projects.
- Excellent leadership, communication, and problem-solving skills.
- Strong understanding of utility construction safety regulations, safe work practices, and hazard management.
- Ability to coordinate manpower, equipment, materials, and subcontractors in a fast-paced environment.
- Class 5 Driver's Licence with a clean driver's abstract.
- Ability to perform physically demanding work in all weather conditions.
- Willingness to travel and work away from home as required.
Preferred (but not required)
- Utility experience with ATCO, FortisAlberta, ENMAX, EPCOR, or similar utility providers.
- Rubber Glove Certification.
- Transmission construction and maintenance experience.
- Class 1 or Class 3 Driver's Licence.
- Experience operating utility construction equipment.
- First Aid, Ground Disturbance, CSTS, OSSA, or equivalent industry certifications.

Compensation & Benefits
Hourly Rate: $65.00+ per hour
