About the Role
We are seeking a Senior Electrical Estimator to join our growing Power & Utilities team. In this role, you will support the development of cost estimates for transmission line and substation projects across various stages of project development, from early feasibility studies through detailed design and construction planning.
Working alongside engineering, project management, and estimating professionals, you will play a key role in delivering accurate, competitive, and technically sound estimates for complex utility infrastructure projects.

What You'll Do
As a Senior Electrical Estimator, you will:

Prepare cost estimates for transmission line, substation, and related electrical infrastructure projects.

Review drawings, specifications, and project documents to define scope and develop work breakdown structures (WBS).

Perform quantity take-offs and prepare bills of materials for electrical equipment and construction activities.

Develop conceptual, budgetary, and detailed estimates across all phases of project development.

Analyze labour, equipment, material, subcontractor, and indirect costs to build complete project estimates.

Utilize industry-standard estimating methodologies, including parametric and detailed bottom-up estimating techniques.

Prepare estimate deliverables including Basis of Estimate (BoE) documents, estimate narratives, assumptions, exclusions, and supporting documentation.

Collaborate with engineering, project management, procurement, and construction teams to validate estimate assumptions and pricing.

Communicate with clients and stakeholders to clarify project requirements, address inquiries, and support proposal submissions.

Maintain and enhance historical cost databases and estimating tools to improve estimating accuracy and consistency.

Support estimate reviews, risk assessments, benchmarking exercises, and lessons learned initiatives.

Contribute to continuous improvement initiatives within the estimating function.
Qualifications
Required Qualifications
-
Bachelor's degree in Electrical Engineering, Civil Engineering, or a related field; a college diploma in Electrical Power is also considered.

Proven experience preparing estimates for transmission, substation, utility, power, or electrical infrastructure projects.

Strong understanding of electrical construction methods, equipment, and industry practices.
-
Ability to interpret engineering drawings, specifications, and technical documentation.

Experience performing quantity take-offs and developing labour, equipment, and material pricing.

Proficiency with estimating and takeoff software such as Bluebeam, CostX, On-Screen Takeoff, InEight, HeavyBid, Sage, or similar platforms.

Advanced Microsoft Excel skills, including data analysis and reporting.
Preferred Qualifications
-
Experience with both transmission line and substation estimating.

Knowledge of protection and control systems, SCADA, and utility communications infrastructure.

Experience working with electrical contractors, EPC firms, consulting engineering companies, or utility owners.

Familiarity with industry references such as NECA, RSMeans, and other cost databases.

PQS, P.Eng., or related professional designation.

The base salary range for this full-time role is $95,000.00 - $145,000.00 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
