Job Description
Position Summary:
The Finance Business Manager works with Senior and Program Management to oversee effective financial management for an assigned portfolio. This position develops and maintains a strategic business partner relationship with stakeholders based on in-depth knowledge of each unit / department including their financial goals needs budgets and future planning. The Finance Business Manager is the trusted expert and integral contributor to stakeholder's financial strategy resource allocations and planning initiatives. The incumbent must use financial and accounting management policies and practices complex financial analysis best practices benchmarking and risk management in order to successfully support and guide their client group. The Manager is able to independently develop an approach for new and complex financial analysis to support decision-making.
The Manager provides expert advice and guidance regarding financial concepts processes and policies as well as interpretation and compliance with Ministry/Ontario Health funding agreements. The position provides training and updates on various financial matters and supports management in financial accountability and performance so that the hospital can achieve its strategic vision and mission. The position leads a number of processes related to monitoring reporting and management of hospital revenues and expenses i.e. providing data to understand variances quantifying funding impacts business cases and funding proposal compilation funding inquiries with Ontario Health etc. to support sustainable financial management of the organization.
The position is accountable for contributing to an effective financial environment for their assigned portfolio including the identification and escalation of financial risks and opportunities. The Manager addresses financial questions from both internal and external stakeholders in a timely manner often liaising and reporting directly to the Ministry/Ontario Health where appropriate. This includes research preparation and management of complex financial analysis benchmarking funding proposals as well as providing guidance and support around financial processes and policies. This position organizes and participates on a number of Hospital and/or Ministry/Ontario Health committees.
This position provides informal guidance and support to the Senior Financial Analyst’s Financial Analyst’s and/or Junior Financial Analyst’s. The Manager is regularly consulted by others within the Finance Portfolio for example Decision Support and Corporate Accounting regarding complex financial initiatives and reporting as well as other corporate and clinical departments i.e. Human Resources Strategic Sourcing Quality Pharmacy.
Qualifications :
- Chartered Professional Accountant (CPA) and/or equivalent work experience
- Undergraduate degree in Accounting Finance or any other related field required
- Masters of Business Administration preferred
- Demonstrated knowledge of complex financial analysis and accounting principles processes and guidelines.
- Expert knowledge of Finance functions.
- Preferred knowledge of relevant Ontario hospital funding methodology and reporting standards (i.e. MIS/OHRS).
- 10+ years’ experience in progressively more responsible positions in Finance with in-depth knowledge of Financial Planning and Analysis. Healthcare funding concepts preferred.
- Experience in providing advice support and facilitation with regard to financial management including funding methodologies/mechanisms performance compliance and reporting.
- Advanced knowledge of accounting policies and guidelines.
- Advanced knowledge of budgeting concepts forecasting and scenario planning.
- Demonstrated ability/knowledge in performing complex financial analysis. Able to simplify complex information and convert it into operational plans.
- Experience with costing models benchmarking utilization performance metrics and clinical data to support decision-making.
- Good understanding of and sensitive to health policy environment and ability to assess impact on hospital operations.
- Ability to exercise independent judgement and be proactive.
- Exceptional interpersonal skills to interact with all levels of the organization.
- Demonstrated ability to build foster and maintain constructive relationships with internal and external stakeholders.
- Strong ability to function independently and as a member of a team dealing with multiple priorities in a complex environment.
- Possess a high level of diplomacy and relationship building skills necessary to establish effective working relationship.
- Excellent proficiency with both oral & written communication. Excellent presentation skills and ability to synthesize data at all levels of the organization.
- Advance level knowledge of Microsoft Excel Access and PowerPoint as well as a working knowledge of Microsoft Word. Experience with databases an asset. Ability to type at an intermediate level is required.
- Exceptional facilitation problem solving and negotiation skills.
- Strong judgment analytical and reasoning skills. Ability to understand complex financial data. Highly developed conceptual and critical thinking abilities.
- Ability to maintain discretion when handling confidential matters.
- Previous experience working in Finance in a large hospital or healthcare environment would be an asset.
- Able to manage workload and complete work assignments within given timelines.
