About the position

Duties
Member of a team of auditors within the Trade Programs and Operations Directorate conducting complex trade compliance verifications and other compliance interventions dealing with complex issues and the application of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS); and providing technical expert guidance to Canada Border Services Agency (CBSA) Senior Officers Trade Compliance (SOTCs) on accounting and auditing matters with respect to verifications and other compliance interventions related to trade programs.

The CBSA is the first point of entry for travellers and goods arriving to Canada. We are, in effect, the face of Canada. The CBSA was established in December 2003. Its creation integrated border functions related to customs, immigration, enforcement, and food, plant, and animal inspection.

The CBSA supports both national security and economic prosperity by preventing the entry of those travelers or goods posing a potential threat to Canada while at the same time facilitating the flow of people and legitimate goods across the borders.

In line with the Treasury Board Secretariat (TBS) Direction on prescribed presence in the workplace, the Canada Border Service Agency (CBSA) has adopted a fixed day approach to support hybrid arrangements for employees to work a minimum of 4 (four) days per week in their designated work location and 1 (one) day per week at their designated telework location, where operationally feasible. Intent of the process
The initial intent of this process is first to staff positions within the Trade Programs and Operations Directorate in Ottawa, and in its regional trade operations divisions which have offices in the provinces of Quebec, Ontario, Manitoba, Alberta, and British Columbia. Positions may also be staffed in the CBSA’s regional hubs. If the number of candidates is insufficient, other locations indicated on this poster will be considered.

A pool of partially or fully qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures, locations, language profiles, operational requirements, and conditions of employment at the Canada Border Services Agency.

Operational Requirements

Operational requirements may vary depending on the specific position being staffed, and could include the following:

Possess and maintain a valid driver’s license that allows the holder to drive a motor vehicle in Canada, or the personal mobility associated with the possession of a valid driver's license;
Ability and willingness to work overtime, sometimes on short notice;
Ability and willingness to carry and use various communication devices, sometimes after hours;
Ability and willingness to accept deployments or a series of work assignments within the Division or Region;

EDUCATION:
The minimum standard is one, either, or both of Education and Occupational Certification.

A degree from a recognized post-secondary institution with acceptable specialization* in accounting, business administration, commerce, finance, or in other specialization relevant to the duties of the position to be staffed.

OCCUPATIONAL CERTIFICATION:
When occupational certification is required, the minimum standard is:

Eligibility for a recognized Chartered Professional Accountant (CPA) designation.
Note: Specialization - When education is required, candidates must always have a degree. The courses for the specialization must be acceptable and taken in a recognized post-secondary institution but not necessarily within a post-secondary program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE:
1) Experience in verifying compliance with professional or legislative requirements; OR in providing service or advice to the public or industry in regulatory or law enforcement environment.

2) Experience in the performance of one or more of the following functions:
a. Conducting or managing audits;
b. Preparation of corporate or trust tax returns;
c. Administration of corporate accounting policies and conventions.
Note: Experience could have been acquired through employment or through an internship to obtain an accounting designation from a recognized professional association (CPA, CGA, CMA, CA).
Experience time will be accounted in accordance with current legislation (i.e. parental leave).
