Job Purpose

Reporting to the Director, Product Planning and Delivery, The Manager, Initiatives Delivery is responsible for the integrity of the ITS Delivery Plan commitment each fiscal year. The Manager, Initiatives Delivery is responsible for the planning, managing, reporting, and forecasting of ITS initiatives. The incumbent ensures alignment with the vision and strategic plans of the business areas across MBLL and will execute and optimize the ITS Delivery Plan based on approved initiatives.

Job Responsibilities

Provide a comprehensive view of the initiatives on the ITS Delivery Plan, including overall status, work in progress, and forecasting of pending initiatives.
Responsible for the overall health of the ITS Delivery Plan.
Analyze planned, emerging, and future initiatives for the ITS Delivery Plan and evaluate impacts of unplanned initiatives on the plan as required.
Manage assignments of initiatives to staff.
Develop and maintain the most efficient and cost-effective ways to deliver their services.
Identify resource, time and/or technology constraints as well as the risk profile through ongoing evaluation of all current and future planned initiatives on the ITS Delivery Plan.
Monitor the health of active initiatives, determine if there are impacts to the current plan and adjust the plan as required.
Regularly review the ITS Capacity Management Plan and apply this information to the ITS Delivery Plan.
Work closely with initiative governance bodies and Enterprise Architecture to understand current, emerging, and future initiatives.
Support business partners through the initiative request process.
Actively support, educate, and provide advice to all project staff regarding project governance, project management methodology, good project management practices, and benefits realization.
Prioritize allocation of ITS resources to drive the best value outcome to the business.
Champion governance for initiatives management and execution.
Coordinate with the initiative governance bodies to support the transition of initiatives through the IT Service Delivery Model.
Work with all affected stakeholders when priorities change to communicate the changes and impacts to the ITS Delivery Plan.
Support annual strategic planning activities for Initiatives Delivery and ongoing quarterly tracking of KPIs related to meeting strategic objectives. Establish and maintain positive working relationships with all internal and external stakeholders.

Establish and implement communication processes to ensure the dissemination of information to appropriate stakeholders within ITS.
Facilitate the removal of barriers to initiative success.
Ensure compliance with Manitoba Liquor & Lotteries standards and practices in the areas of project and risk management.
Lead the planning, implementation, and operation of strategic program elements including metrics and KPIs to measure initiative delivery timelines and success as well as implementing necessary corrective actions and improvement initiatives as needed.
Monitor metrics related to the health of the ITS Delivery Plan and identify and action any opportunities for optimization of the plan.
Lead the development, planning, and implementation of area policies and procedures and ensure that policies and procedures are adhered to within and outside division.
Ensure effective communication and sharing of information, knowledge, and expertise within and outside division.
Ensure that ITS Project Management methodology, practices, tools and templates, and project deliverables are meeting the current performance expectations.
Develop and manage reports, dashboards, and other outputs designed to support transparency for all stakeholders.
Review and use reports, dashboards, KPIs, and other tools to support identification of leading indicators of potential issues that could impact the success of the ITS Delivery Plan.
Support process improvement through continued monitoring of the ITS service delivery model and project management methodology, and address performance issues.
Develop and communicate actions plans to address department performance deficiencies.
Review processes and reports used to collect performance data for the department.

Provide leadership through solid people management practices.
Recruit, manage, coach and evaluate the performance of employees.
Ensure that department employees provide excellent customer service.
Provide training, guidance and direction. Ensure positive morale and motivation of employees.
Resolve problems and issues, and provide conflict resolution in a sensitive, confidential and professional manner.
Ensure all applicable compliance, regulations, policies, procedures and corporate social responsibility are understood, supported and adhered to by all employees.
Carry out all required duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation.
Implement succession planning strategies that identify and nurture high-potential individuals.
Determine, where required, staff discipline/corrective action within established policies/related documentation.
Recruit, manage, coach and evaluate the performance of contract staff.
Track resourcing requirements for IT divisional and business project work measuring and forecasting capacity and availability and solve resource deficiencies.
Supervise a multidisciplinary team, provide guidance, coaching, and mentorship to ensure the team's growth, development, and effective performance.
Communicate objectives to team members, foster a shared understanding of expectations and cultivate a results-oriented culture.
Support team members in achieving their objectives, ensuring their professional growth aligns with MBLL's strategic priorities.
Strategically identify high potential team members and provide training and attention/training to position them for greater responsibility, as well as their advancement into future internal opportunities enhancing MBLL’s long-term success. Ensure employees understand the path forward towards promotion and greater responsibility.
Demonstrate cultural sensitivity and awareness, ensuring an inclusive and diverse work environment where all employees feel valued and respected.
Handle disagreements with Confidentiality and diplomacy and tact, ensuring that issues are addressed promptly.
Other related duties as assigned.

Primary Qualifications

A post-secondary degree or diploma in information technology, Computer Science, Business Administration, or an equivalent combination of education, certification, and experience in a related field
A minimum of eight years’ experience in an IT environment, with significant experience in a senior planning role, and “hands-on” involvement in the development and implementation of several information systems.
A minimum three to six years’ experience in management.
Intermediate skills in using Microsoft Office (Word, Excel and Outlook).
Business acumen with strong strategic vision, tactical planning, and organizational understanding.
Knowledge of Project, Program, and Portfolio Management methodology, tools and techniques.
Experience and strong administrative and coordinating abilities.
Previous experience in long term planning, budgeting, performance monitoring and in the implementation of operational programs.
Strong communication and interpersonal skills.
Demonstrated work experience utilizing a view to efficiency, strong leadership and organizational skills, adoption of best practices, strong initiative and ability as a self-starter, excellent human resource management and labor relations skills, and planning and managing budgets.
The core competencies for this position include achieving quality results, adaptability/managing change, communication, customer service, decision making and problem solving, integrity and building trust, teamwork and cooperation and valuing diversity. These competencies are deemed important for the success of the position and organization.

Secondary Qualifications

A Project Management Professional (PMP) designation and ITIL certification is an asset.
Specific training in project management, portfolio management, service management (ITIL) and managerial accounting is an asset. The incumbent should maintain currency and demonstrate conceptual understanding of current and leading-edge management options.
Experience as an IT Project Manager is an asset.
Experience in, or knowledge of, the gaming, retail and distribution industries is an asset.
