The Opportunity (Vacancy: Replacement)
Reporting directly to the Fire Chief, the Deputy Fire Chief of Community Risk Reduction is a key member of the leadership team, responsible for advancing the Fire Prevention mandate and ensuring effective administrative operations. This role provides strategic oversight of Community Risk Reduction (CRR), Fire Prevention and Public Education and Volunteer Firefighter Recruitment and Retention. This role also leads core administrative functions that support departmental efficiency and governance, including performance reporting, business planning and organizational support systems.
This position will promote the Town of Caledon’s mental readiness and health program and will serve as one of the Town’s Alternate Community Emergency Management Coordinators. Overrall this position plays an integral role as a key member and contributer to the Fire and Emergency Services Leadership Team and is engaged in strategic initatives across Caledon Fire and Emergency Services.The successful candidate possesses a blend of prevention expertise, administrative leadership and a continuous improvement mindset, to support a culture of innovation and service excellence across the department.
As the Deputy Fire Chief, Community Risk Reduction & Administration, you will perform the following duties, including but not limited to:
- Lead the development of evidence-based risk reduction strategies, and ensure public education programs are targeted, measurable and aligned with community needs.
- Provide leadership and direction to the Chief Fire Prevention Officer (CFPO) and Fire Prevention team.
- Key advisor to communicate with all Town departments to ensure messaging is appropriate and relevant and represent fire in a participatory manner on committees to ensure the contribution from fire is positive and relevant to Council’s strategic priorities.
- Lead the effective management of the Division by setting and evaluating individual performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting Caledon’s human resources practices, promoting teamwork and individual development and maintaining internal communication across the organization.
- Promote strong, open, positive labour management and stakeholder relationships, respond to labour relations issues and be a part of the Fire Administration Team to manage the day-to-day functions and administration of the fire department.
- Oversee and serve as a subject matter expert in the design, development and implementation of suitable public education programs using various media outlets to enhance fire hazard awareness in the community with the goal to reduce all fire incidents and possible injuries from fire of our residents and visitors to zero.
- Administrative management and oversight of volunteer firefighters through leadership, evaluation, monitoring, communications, and planning so that staff function safely and effectively including maintaining effective labour relations to promote and maintain excellent relations with the association stakeholder.
- Enforce operational guidelines, OH&S standards, rules, regulations, policies, and procedures for a safe and efficient service delivery.
- Participate in corporate and community events including speaking engagements on behalf of the fire department and Fire Chief.
- Perform additional duties and undertake special projects as assigned by the Fire Chief.
The Ideal Candidate
We are seeking an experienced professional with a post-secondary diploma in Public Administration, Business Administration or a related field. Our ideal candidate has a minimum of seven (7) years progressive responsibility in a municipal fire services organization, preferably in a unionized environment. Sound knowledge of the principles and practices of effective supervision and administration as it applies to the fire service. Knowledge or certificate in project management would be an asset.
Certified to National Fire Protection Association (NFPA) 1031 Level 1 & 2 Fire Inspector, NFPA 1035 Levels 1 & 2 Fire and Life Safety Educator, NFPA 1035 Public Information Officer and NFPA 1041 Level 1 & 2 Fire Service Instructor or have received Legacy (Grandfathering) Status from the Ontario Fire Marshal.
The ideal candidate will have working knowledge of the existing legislative framework related to municipal operations; administers and enforces acts such as the Fire Protection and Prevention Act, the Ontario Fire Code, Fire Prevention Regulations, the Ontario Building Code, the Occupational Health and Safety Act, the Workplace Safety & Insurance Act, Ontario Human Rights Code and the Emergency Management and Civil Protection Act. We are seeking an individual who possesses strong interpersonal, customer service and leadership skills, with the ability to deal effectively with staff, management, elected Officials and the public. The ideal candidate must have well-developed coaching, supervisory and organizational skills, including the ability to work effectively in a team environment.
The successful candidate for Deputy Fire Chief, Community Risk Reduction & Administration will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
This position offers a salary range of $159,032.36 to $198,790.46 plus a competitive benefit package.
